The Special Unit for South-South Cooperation serves as the substantive secretariat of the High-level Committee (HLC) on South-South Cooperation. In this function, the Special Unit:
- organizes the biennial sessions of the HLC on South-South Cooperation;
- monitors the progress made in the implementation of the Buenos Aires Plan of Action, New Directions for Technical Cooperation among Developing countries (TCDC) and the Revised Guidelines for the Review of Policies and Procedures concerning TCDC globally and within the United Nations system and prepares reports that inform deliberations at the biennial sessions of the HLC;
- organizes meetings of the Bureau of the HLC and provides other services upon the request of the Bureau and UN Member States.
